R_Timer - fast ( <5ms depend on your system ) and precisely timer with priority
R_TimerDown - very precisely countdown timer. It generated events:
- OnStart - generated if start process
- OnStop - generated if stop process
- OnCanceled - generated if pauseed or canceled process
